Your Paradise Strategic Plan
This plan turns growth and uncertainty into a disciplined, learn-as-you-go roadmap, helping Paradise act with intention, track progress, and keep adjusting toward a better lived experience for residents, businesses, and visitors.
Turning community priorities into an action plan that can adapt as conditions change.
Paradise has been navigating rapid growth and disruption, from extreme weather events to pandemic-era shifts, all while managing local infrastructure and service pressures as Newfoundland and Labrador’s fastest-growing municipality. The Town needed a clear, practical roadmap that meets today’s needs, without losing sight of what a thriving community should look like five years from now.

Work
Defined a simple, unifying vision to guide decision-making, “Your Paradise, creating a thriving, well-balanced community together.”
Built a clear plan structure around five connected pillars, each with goals, strategies, and metrics.
Prioritized 18 implementable actions aligned across pillars, using clear selection criteria so effort stays focused and realistic.
Created an implementation cycle that keeps progress visible and adaptive, Act, Report, Assess, Adjust, with annual reporting and refinement over the plan period.
Clarified where advocacy and partnerships are essential, especially on priorities that depend on other levels of government, like a new high school and improved road access.
