Today, only 9.5% of land on Prince Edward Island falls under the official plan of a municipality. With the exception of First Nation or Federal land, the Province is the planning regulator for the remaining 82% of land area, overseeing land use and development approvals across the Island without a long term land use plan in place.
While land use planning has been studied for over 50 years in PEI, the publicly contentious nature of land ownership and planning has been a continuous barrier to change. In the face of unprecedented population growth, the Province recognized the overwhelming need for a made-for-PEI land use plan to protect agriculture and forested land, coastal areas, and environmentally sensitive areas while focusing on sustainable and safe growth for the province.

In 2023, Intelligent Futures was commissioned to develop the State of the Island report. Through expertise rooted in a proven track record of guiding organizations through transformational change, the State of the Island report is the first step to creating policies to support thriving and vibrant Island communities. . By examining the current state and emerging trends within the island's natural and built environments, alongside economic and social dynamics, the report uncovers core issues and their potential impacts on land use and future planning policies. This thorough analysis not only provides a comprehensive overview but also equips the Province with the insights needed to make informed decisions, adopting innovative practices to stay proactive in a rapidly changing world.
